(extract from HKSAR SME Funding Web Site):

Small and medium enterprises (SMEs) are the backbone of Hong Kong's economy, and the driving force of our economic development.

The Government of the Hong Kong Special Administrative Region (HKSAR) attaches great importance to supporting Hong Kong's SMEs. To support the SMEs to cope with the economic developments, the Chief Executive, in his Policy Address in October 2001, accepted the Report on Support Measures for SMEs submitted to him by the SME Committee in June of the same year, and set aside $1.9 billion to establish four funding schemes with a total commitment of $7.5 billion to help SMEs to secure loans to acquire business installations and equipment, open up markets, boost training and enhance their competitiveness.

SME Funding Scheme

For each successful application, the grant will cover 50% of the training expenses directly incurred or the balance of the maximum cumulative amount of grant that the Applicant may receive under the relevant category (i.e. "Employers' Training" or "Employees' Training"), whichever is less.

The maximum amount of grant, on a cumulative basis, that each SME may obtain for "Employers' Training" is $5,000, and that for "Employees' Training" is $10,000. Businesses with different Business Registration numbers (based on the first 8 digits) will each be regarded as an individual and separate business.

Scope

The training must be relevant to the Applicant's business operation in order to be eligible for the STF. These include:

    1. training courses provided by professional local or overseas training organisations (including distant learning and online learning); and
    2. training courses commissioned by the Applicants to suit their particular needs and conducted by experienced and professional local or overseas training organisations or instructors.
